What is the Plastic Packaging Tax?

  • Applies to plastic packaging that contains less than 30% recycled plastic
  • £223.69 per tonne (from April 2025)

  • Or the importer of filled or empty packaging
  • Not the end user, unless they’re the manufacturer or importer

  • Still taxed if:
    • Used solely within the UK

02. What Is the Plastic Packaging Tax?

The Plastic Packaging Tax applies to plastic packaging made in or imported into the UK that contains less than 30% recycled plastic. The tax came into force on 1 April 2022 and is charged at a rate of:

 

  • £200 per tonne from 1 April 2022
  • £210.82 per tonne from 1 April 2023
  • £217.85 per tonne from 1 April 2024
  • £223.69 per tonne from 1 April 2025

03. Who's Affected?

  • Register with HMRC
  • Track packaging volumes
  • Submit quarterly tax returns

04. What’s Changed in 2025?

Some big updates this year make compliance tougher:

  • Mass Balance Method Now Allowed
    You can count chemically recycled plastic using a mass balance approach. More flexibility in how you meet the 30% rule.
  • Pre-Consumer Plastic Is Out
    Off-cuts and scrap from the manufacturing process no longer count as recycled content.

 

Translation: only post-consumer recycled plastic qualifies—and you’ll need documentation to prove it.

05. Understanding Recycled Content

To be exempt from the tax, your packaging must contain 30% or more certified recycled plastic.

06. Multi-Material Packaging: What the Tax Says

But what about packaging with multi materials dividers and dunnages? The UK Plastic Packaging Tax applies to plastic packaging components, even if they are part of a multi-material pack.

The rule:

If a packaging item is made from more than one material, and plastic is the heaviest by weight, it counts as plastic for tax purposes.

07. Reusable Transport Packaging: Beware the Fine Print
